Emergency Passports/Non Machine Readable Passports (NMRPs)

An applicant who is a bona-fide Sri Lankan citizen by descent or by registration.

Valid for 03 months and one way document ONLY to return to Sri Lanka.

An NMRP can be applied ONLY under the following emergency circumstances:
• The passport is lost or stolen and the applicant needs to leave for Sri
Lanka urgently.
• An emergency has occurred (need to prove the emergency with original documents as evidence) while an application for a new passport has already been submitted and is pending.

(When the passport is lost or stolen)

  • Application Form K – I.M. 35
    Can be downloaded from, www.immigration.gov.lk
    Note : Please read the instructions carefully before filling the application form
  • Form D in duplicate
  • Statutory Declaration
  • Stolen or lost passport complaint form
  • Police Report
  • Personal declaration (letter with applicant’s signature) stating the circumstances in which the passport was lost or stolen, including all contact details
  • Personal data page of lost or stolen passport

  • Applicant has to pay by Cash to the High Commission or Consulate office.
  • Note: Credit/ATM/Debit cards AND personal or Company cheques will not be accepted.

Emergency circumstance Catogary 2

(An emergency has occurred while an application has already been submitted for a New Passport and is pending)

  • Application form – Form IM 35
    Can be downloaded from, www.immigration.gov.lk
    Note : (Please read the instructions carefully before filling the application form)
  • Request letter stating the circumstances and addressed to Controller
  • General/Department of Immigration and Emigration Sri Lanka, including all contact details
  • All original evidences to support the case (Documentary evidence signed by authorised officers or institutions in Sri Lanka, with contact details stating the emergency).
    Note:  If the, evidence is not sufficient or unsatisfactory, the application may be rejected.
  • Details of the pending application already submitted for a New Passport
    Original copy of the Travel itinerary
  • Six (06) passport size colour photographs
  • Original Birth Certificate with 02 Photocopies
  • National Identity Card (if available) with two copies
  • Sri Lankan Citizenship Certificate – if applicable
  • Evidence of Visa status of residing country

If the applicant physically visits the High Commission or Consulate office, he/she can pay by Cash.

  • Fees will not be refunded under any circumstance, after issuance of an official receipt;
  • Translations will not be accepted as originals;
  • All photocopies should be on A4 size paper;
  • High Commission will attest the documents and return the originals to the applicant
  • If the applicant needs to send/receive documents (by express courier service or speed post etc.) on an urgent basis, he/she must organize them independently.
  • The High Commission is unable to take any responsibility for documents lost or delayed in the post/courier.
